Our Two Academic Programs
Bilingual Education Strand
Spanish and English-speaking students learn together in an integrated bilingual environment. Students develop rich vocabulary and content knowledge in both languages through integrated thematic units covering science, social studies, and technology.
English Strand
All-English instruction grounded in the same rigorous, 21st-century academic program. English Learners in third grade are outperforming students statewide on academic English examinations — a testament to the quality of language development support at Hoover.

Understanding Our Student Population
Hoover serves one of the highest-need student populations in the district: 97.3% socioeconomically disadvantaged, 66.7% English Learners, and 21.3% of students experiencing homelessness — the highest homelessness rate across RCSD schools. These realities shape both the academic challenges our students face and the exceptional depth of wraparound services Hoover provides through its Family Center, community partnerships, and extended-day programs.

Results from the California Assessment of Student Performance and Progress (CAASPP), showing the percentage of students in grades 3–8 meeting or exceeding grade-level standards.
ELA Growth — Up 35% in One Year
Hoover's ELA score rose from 17% to 23% in 2024–25 — a 35% relative increase in a single year. For a school where two-thirds of students are learning in a developing second language and over one in five is experiencing homelessness, this growth represents meaningful instructional progress. Math held near 12% and Science came in at 6.8% — areas that continue to require focused support.

Teaching Staff
Teacher Credentialing: An Area of Active Focus
In 2023–24, 51% of Hoover's teachers were fully credentialed — a decline from 69% in 2021–22 and well below the district average of 60%. The proportion of teachers without credentials or misassigned reached 44% in 2023–24. This is a documented equity concern that the school and district are actively addressing. Hoover's high concentration of English Learners makes credentialed, properly assigned instruction especially critical, and closing this gap is a priority.

School Facilities
Hoover Community School was originally constructed in the 1950s and fully modernized in 1998. Measures A & B bond projects completed technology upgrades, restroom remodels, ADA improvements, and facility renovations. The most recent FIT inspection was completed December 4, 2025.
Overall Facility Rating: Good
The campus earned an overall rating of Good on the December 2025 FIT inspection. The campus includes 47 classrooms, a computer lab, science laboratory, library, multipurpose room, staff lounge, playground, and play field. Community partners recently donated resources to renovate the staff room, computer lab, and Family Center.

Suspension Rate Down 60% Year-Over-Year — Zero Expulsions
Hoover's suspension rate dropped sharply from 4.79% in 2023–24 to 1.9% in 2024–25 — a 60% reduction in one year and now below the statewide average of 2.94%. Zero expulsions have been recorded across all three reported years. This reflects significant investment in PBIS, restorative practices, and data-driven behavior systems.

These rates reflect the complex barriers many Hoover families face.
